CISTEA, a talent introduction workstation approved by Chengdu hi-tech Zone, engages to the introduction of talent and entrepreneurship teams intending to settle in Chengdu Hi-tech Zone, assisting in their registration in the Zone and providing guidance on the certification of high-level Sippai talent enterprises.

Preferential Policies:

Chengdu, the capital of Sichuan Province, is known as the "Land of Abundance". There are not only naive giant pandas, but also a hot land for innovation and entrepreneurship along with a suitable environment for both living and working. Historical charm and modern civilization complement each other, creating an opening-up atmosphere full of innovative vitality. To attracting more urgently needed talents, especially the "Sipai” talents (i.e. Chengdu returnees, overseas returnees, university and college experts, and makers) to found scientific and technological innovation enterprises in Chengdu Hi-tech Zone, a series of preferential policies such as start-up financial support, rent subsidy, talent apartment, commercial house purchase qualification, and children education, are provided for the qualified enterprises and their main founders. Under the authorization and guidance of the Office of Science, Technology and Talents of Chengdu Hi-tech Zone, the "talent workstation of Chengdu Hi-tech Zone" is established to initiate the global collection of scientific and creative talents.


I.     Preferential Policies

Up to RMB 5 million start-up fund

Up to 3 years of 500 square meters of start-up space

No more than 5 talent apartments, depending on the size of the team

House purchase qualification for the main founders

Children education for the main founders

Direct purchase of talent apartment with 15% discount for the main founders


II.    Explanations

1.       Rent subsidy

The qualified enterprises within 36 months from the date of establishment will obtained a rent subsidy of 40 RMB per square meter per month for up to three years.

(1) Class A talents among shareholders enjoy a maximum rent subsidy of 500 square meters

(2) Class B talents among shareholders enjoy a maximum rent subsidy of 400 square meters

(3) Class C talents among shareholders enjoy a maximum rent subsidy of 300 square meters

Requirements: the sales revenue reached RMB 500,000 or the total amount of taxes exceeded RMB 50,000 in the previous year, or more than 10 full-time employees with bachelor degree or above are recruited.

2.       Start-up fund

Within 36 months from the date of establishment, the enterprises may apply for two subsidies, 10% of the paid-in capital of their equity investment (unaffiliated investment) of the investors, with a ceiling of RMB 5 million.

3.       House purchase

(1) Enterprises

No more than 5 talent apartments, depending on the size of the team

(2) Main founders

A.      Commercial housing purchase qualification; or

B.       Direct purchase of a talent apartment of no more than 220 square meters with a 15% discount.

4.       Children education

School admission qualification for the founder's children

Class A talents: choose kindergartens and schools in the Zone without any conditions

Class B talents: choose schools in the Zone without and conditions and kindergartens in the Zone nearby

Class C talents: kindergartens and schools in the Zone nearby

5.       Certification of class C talents urgently-needed in the Zone

The main founders (i.e. chairman, general manager and CEO) of the recognized high-level "Sipai" talent enterprises can apply for the class C talents.


III.  Requirements

1. Registered capital

An independent legal person with a registered capital of no less than RMB 1 million (paid-in capital ≥ RMB 300,000)

2. Shareholders

The shareholding ratio of high-level "Sipai" talents among natural person shareholders of no less than 30%

High-level "Sipai" talents should meet one of the following standards:

Domestic talents with doctor's degree or overseas returnees with master's degree or above;

Class C and above talents urgently-needed in Chengdu;

Talents with successful entrepreneurial experience;

Experts from first-class scientific research institutions, universities and colleges at home and abroad; or

Senior executives or technical backbones above the vice president level from Fortune 500 and unicorn enterprises.

3. Registration Date

Registering on and after December 20, 2018; and

For the relocated enterprises, the time of their relocation in the zone prevails.


IV.  Recruitment (for the first half of 2021)

To attracting more urgently needed talents, especially the "Sipai” talents (i.e. Chengdu returnees, overseas returnees, university and college experts, and makers) to found scientific and technological innovation enterprises in Chengdu Hi-tech Zone, a series of preferential policies such as start-up financial support, rent subsidy, talent apartment, commercial house purchase qualification, and children education, are provided for the qualified enterprises and their main founders.

Under the authorization and guidance of the Office of Science, Technology and Talents of Chengdu Hi-tech Zone, the "talent workstation of Chengdu Hi-tech Zone" is established to initiate the global collection of scientific and creative talents.
